Senator Baldwin moved to amend the bill on page two, section one, line thirty-fix, after the number “2023” by striking the period and inserting the following proviso:  Provided, That of the ten schools established, three of the public charter schools shall be in school districts where children are historically underperforming and the proposed charter school is designed to provide specialized curriculum mentoring programs and alternative interdisciplinary frameworks which utilize evidence-based approaches to student assessment and instruction that will enhance underperforming students’ performance and graduation success.
